Council Highlights March 10, 2022
Grey County Council met on March 10, 2022 at 10:00 a.m in the Council Chamber and virtually through Zoom. The meeting was immediately followed by a session of Committee of the Whole. Recordings of the meetings can be found on Grey County’s YouTube Channel.
County Council
- Council accepted the minutes of the February 24, 2022 County Council and Committee of the Whole Meeting. Council Committee

Committee of the Whole
- Councillor passed a notice of motion brought forward by Councillor Soever regarding supplementary assessment. Supplementary assessment is the additional taxes owed for a property that is under construction and increased in property value (new construction or major renovation/addition). Through the motion, Council moved for lower tier municipalities to work diligently with the Municipal Property Assessment Corporation to capture supplementary assessment. It also moved that in a year when a municipality delivers more supplementary assessment than budgeted, the excess amount of supplementary tax revenue would be directed back to the local municipality’s community improvement plan. A staff report will be brought forward to a future meeting with more details.
- Staff presented an information report to Council outlining information about governance and what options municipalities can consider for decision making. The report highlights factors such as weighted voting, direct election of members, the term of the warden, meeting structure and much more. Council thanked staff for preparing the detailed report which will be brought back to the incoming 2023-2026. This will allow the new council enough time to enact governance changes prior to the 2026 Municipal Election. Report
- Council received the 2022-2023 Grey Roots Operating Plan. The plan highlights initiatives that will support collaboration, accessibility, and sustainability. Report
- Council approved the draft plan of subdivision for a development on the northeast edge of Hanover. The development will include a mix of property types including: 31 single-detached units, 46 semi-detached units, and 37 townhomes. Report
- Council supported a proposed amendment to the Grey County Official Plan that will re-designate lands to allow for the expansion of Chapman’s Ice Cream. Report
- Council approved the final report of the Hanover Owen Sound Task Force and disbanded the group. The report highlights several action items which will support communities and residents across the County. Report
