Grey County announces leadership changes
Grey County Chief Administrative Officer (CAO) Kim Wingrove has given notice she will be stepping down from her role on May 2, 2025. Ms. Wingrove’s decision was announced at the end of the March 13 meeting of Council and committee of the whole.
“I want to express my deepest gratitude for the trust and support I have received from Council and the entire staff team over the past nine and half years. My time at Grey County has been immensely rewarding, and I’m proud of all that we have accomplished together,” said Ms. Wingrove.
Ms. Wingrove joined Grey County as CAO in September of 2015. In nearly a decade on the job, Ms. Wingrove led staff in delivering services that are essential to residents, businesses and the community. Ms. Wingrove led the county through several significant projects and challenges, including the renovation and expansion of the County Administration Building, the Rockwood Terrace redevelopment project, the formation of Supportive Outreach Services and growth of community paramedicine programs, and the expansion of emergency housing supports. Using her extensive experience in Economic Development, Ms. Wingrove united partners together throughout the region to work on projects which help Grey County thrive. She also led operations and response through the challenging COVID-19 pandemic.
“Kim Wingrove has been a tremendous asset to Grey County and I’m deeply grateful for the knowledge, professionalism and passion she brings to public service,” said Grey County Warden Andrea Matrosovs. “Kim is a strategic thinker who leads by example to motivate her team to get the job done. She will be missed, and we wish her all the best in her next chapter.”
Grey County Council has appointed Deputy CAO Randy Scherzer to the permanent role of CAO beginning May 2, 2025. Council also directed staff to begin the recruitment process for the Deputy CAO position.
Mr. Scherzer joined the Grey County planning department in 2002. He was appointed the Director of Planning in June of 2010 where he led the department until his appointment to the Deputy CAO position in August of 2021. Mr. Scherzer has a Bachelor of Environmental Studies, Urban and Regional Planning from the University of Waterloo. He is a lifelong Grey County resident and lives just outside of Owen Sound with his wife Lori and three children.
“Kim has been a wonderful leader and mentor. It’s been a privilege to work by her side and learn from her for the past few years as we worked together on several strategic projects,” said Mr. Scherzer. “I look forward to continuing to move forward Council’s priorities with the support of Grey County staff and the senior management team.”
The chief administrative officer is the head administrator of the county. They are responsible for leading staff, setting goals and ensuring programs and services are delivered effectively and efficiently at the service levels set by Grey County Council.
