July 27 Meeting Highlights
Grey County Council met on Thursday, July 27 at 9:30 a.m. in the council chamber. The council meeting was immediately followed by a session of committee of the whole.
County Council
- Council approved the minutes of the July 13 council and committee of the whole meetings. Council Committee of the Whole
- The Ontario Professional Planners Institute (OPPI) has recognized Senior Planner Scott Taylor for his contributions to the profession and the Grey County community. Council congratulated Scott and thanked him for his work. Scott serves on OPPI committees, mentors young planners and educates children about planning through the use of Lego®.
Committee of the Whole
- Council supported a motion to consider the direct election of a warden for a four-year term for the 2018 municipal election. This change would require a triple majority vote (the majority of county councillor and the majority of local municipalities representing the majority of residents) and needs to be finalized before the end of this year. A draft bylaw will be sent to local municipalities for consideration once the meeting minutes are approved.
- Councillor Halliday withdrew his long term care motion. Later in the meeting he introduced a similar notice of motion to amend Council’s previous decision on long term care redevelopment. This will be discussed on August 10.
- Grey County is receiving more funding from the Province for child care. Staff will do a study to determine the best uses for this funding which could involve improving access to child care and making it more affordable. Report
- Grey County will submit the 2017 Ontario Early Years Child and Family Centres Needs Assessment Initial Plan to the province. The Engagement with the Indigenous Community on the Early Years Child Care Plan will also be submitted. Report 1 Report 2
- Council approved changes to the Stonebrook subdivision plan (Markdale). Report
- Grey County will proceed with the recruitment of an integrity commissioner to investigate complaints and provide advice about the Council Code of Conduct and the Municipal Conflict of Interest Act. Having an integrity commissioner is a new requirement of Bill 68. Report
- Council received the financial year-end projection as of May 31, 2017. The County is currently projecting a surplus. Report
- Council supported the IT Strategic Plan. Staff will bring back more information about the strategy recommendations. Report
