October 13 Meeting Highlights

Grey County Council met on October 13, 2022 at 10:00 a.m. in the Council Chamber and virtually through Zoom. The meeting was immediately followed by a session of Committee of the Whole. Recordings of the meetings can be found on Grey County’s YouTube Channel.

County Council

  • Council accepted the minutes of the September 22 County Council and Committee of the Whole meetings.  Council  Committee
  • Council accepted the minutes of the October 3 Long-Term Care Committee of Management Meeting.  Minutes
  • Council accepted the minutes of the August 26 Board of Health meeting. Dr. Ian Arra provided a verbal update on local COVID-19 statistics and the ongoing opioid crisis.  Minutes
  • Council was presented with findings of the comprehensive deployment review of paramedic services. The review examined call and response data which will be used by Grey County to create a 10-year Paramedic Services Master Plan.  Call volumes are increasing year over year and the plan. The master plan will help Grey County continue providing appropriate service levels in the future. Presentation
  • Council received a delegation from West Grey’s solicitor Leo Longo of Aird and Berlis regarding Official Plan Amendment 11.  Mr. Longo shared concerns with portions of the amendment that he believes fall outside the scope of the housekeeping amendment and recommended deferring these items to a future amendment.
  • Council moved into closed session to receive a legal opinion on parts of the proposed Official Plan Amendment 11. Following the closed session, County staff informed Council of additional comments received on OPA 11 since the previous meeting. Staff also provided clarity around on-farm diversified uses, future secondary plan areas, and other aspects of the amendment.
  • After a great deal of discussion, council amended the by-law to adopt Official Plan Amendment 11 to remove references to on-farm diversified uses. Council passed the remaining by-law.  By-Law


 

Committee of the Whole

  • Council received an update on the Grey Roots operating plan and efforts achieved over the past six months. Highlights include feedback from the Indigenous Advisory Circle, the Grey County Community Cultural Fund, Grey County Gallery updates, the launch of a Children’s Gallery and more.  Report 
  • Council received a report outlining the process and requirements in place for properties to be identified as National Historical Sites. This designation requires the consent of an owner to proceed. County Council directed staff to assist interest parties in gathering the historical information necessary if they choose to pursue this designation.  Report
