September 12 Meeting Highlights
Grey County Council met on September 12, 2024, in the Council Chamber and virtually on Zoom. The meeting was immediately followed by a session of Committee of the Whole. Recordings of the meetings can be found on Grey County’s YouTube Channel.
County Council
- Council accepted the minutes of the August 8 joint meeting of municipal councils and the closed meeting minutes. Minutes

Committee of the Whole
- Council heard a presentation from local youth, Bella-Sitara Singh Soares, who spoke about her experiences as a legislative page at Queen’s Park. Presentation
- Shannon McGavin spoke to council about The Well Community Collective. The organization collaborates, co-designs and partners with youth and communities to create equitable, accessible and low-barrier youth wellness services in Grey, Bruce, Huron and Perth counties. The Well Community Collective is looking to raise $6 million for capital projects and programming to open four hubs. Council will provide a letter of support for the organization. Presentation
- Grey County will purchase coaching and facilitation resources from ICLEI Canada to support the development of a Grey County Climate Adaptation Plan. Adaptation is a priority of the County’s overall Climate Change Action Plan, Going Green in Grey. ICLEI is an international leader whose framework is already being used by 120 municipalities in Canada. Report
- Grey County will buy eight additional mechanical CPR devices. These units have proven to be as effective as manual CPR and can be used by paramedics on calls when prolonged CPR is warranted. Report
- Council awarded the design and construction tender for the Durham paramedic base to Domm Construction with a bid of $2,415,500. The current base in Durham is at the end of its life and needs to be replaced and expanded to meet projected service demands. Report Media Release
- Council received an initial report on Official Plan Amendment 23 which proposes changes to the County’s rural designation permitted uses and development policies. The amendments add clarity to wording in the plan to better protect rural designated lands from development activities that do not align with the intent of the plan. Consultation will be had with local municipalities and a complete public process is planned for the coming months to collect comments and feedback. Report
- On August 24, the province released the final draft of the 2024 Provincial Planning Statement which will come into effect on October 20. Grey County had the opportunity to submit comments on previous drafts. Council received an information report highlighting the updates. Report
- Grey County and local municipalities are exploring a shared-service model for planning services. The matter was discussed in closed session at a joint meeting of all councils in August. County Council approved a report directing staff to formally request feedback from member municipalities on the shared service model by October 18. Report
